The successful candidate will support the JBLM Solid Waste (SW) Program in the management of regulated waste and the diversion, recycling, reuse, and upcycling of materials to achieve the JBLM goal of net zero waste by 2025.<\/p>\n<\/p>\n<p>Several solid waste facility operating permits issued by the Tacoma-Pierce County Health Department are currently managed including refuse drop box, composting, petroleum contaminated soils and sediment (PCSS), decant\/dewatering, moderate risk waste, and inert debris landfill. Each permit is renewed annually and inspected regularly for compliance with Washington Administrative Codes as well as Federal and Army Regulations relating to Solid waste, landfills, compost facilities, and recycling programs. Waste streams may include solid waste, land clearing debris, storm debris, soils and spoils, wastewater treatment bio-solids, grounds maintenance greens, food waste, and horse manure.<\/p>\n<\/p>\n<p>Duties will include, but are not limited to:<\/p>\n<ul>\n<li>Provide technical support, consultation, and oversight of all aspects of the solid waste\/landfill and compost facility operations<\/li>\n<li>Conduct waste stream analysis\/characterization and waste identification and generate waste profiles<\/li>\n<li>Conduct sampling including maintaining chain of custody forms and deliver to laboratory for analysis, as needed<\/li>\n<li>Conduct regulatory reviews to ensure compliance with all applicable laws and regulations and provide early awareness of upcoming changes<\/li>\n<li>Conduct recycling surveys<\/li>\n<li>Work with Education and Outreach team to provide community education and training<\/li>\n<li>Conduct timely and accurate form and report preparation<\/li>\n<li>Conduct and support compliance auditing and waste reduction assessments<\/li>\n<li>Support development and maintenance of databases<\/li>\n<li>Prepare, maintain, and manage records and documentation of actions, inspections, and other related activities in accordance with Federal, State, local, and JBLM requirements<\/li>\n<\/ul>\n<p>Specific Qualifications<\/p>\n<ul>\n<li>Bachelors Degree in Environmental Science or related field and two (2) years of experience in solid waste management, compost and\/or recycling facility management to include sampling and inspections<\/li>\n<li>Possess or be able to acquire certification as a Solid Waste Association of North America (SWANA) Manager of Landfill Operations and a Compost Facility Operator and Manager<\/li>\n<li>Working knowledge of Solid Waste laws and regulations<\/li>\n<li>Experience conducting solids and composite sampling and inspections<\/li>\n<li>Ability to draft and implement a Disaster Debris Management Plan<\/li>\n<li>Experience with MS Windows OS and Office software including Word, Excel, PowerPoint, and Outlook<\/li>\n<li>Excellent time management skills and the ability to work independently and meet strict government and regulatory reporting requirements<\/li>\n<li>Physical ability to conduct inspections and sampling walking across varying terrain and under differing weather conditions<\/li>\n<li>A valid state driver\u2019s license, receive clear results on company background and drug screen, and the ability to pass a government background
