Executive decisions. Activities contributing to the food economy (licensing, managing, and enforcing\/licensing commercial fisheries, grazing monitoring, fish screen for ag, fencing associated with grazing, personnel necessary to ensure payments to ag producers). Functions directly related to survival of ESA listed species. Or functions that are legally required or treaty obligated for ESA species. Activities to address wildlife conflict, depredation and public safety. Staff necessary to prosecute fisheries, hunting opportunities<\/div>\n<div><\/div>\n<div><strong>WDFW staff comprise a talented and passionate group of people dedicated to protecting Washington\u2019s Natural Resources.<\/strong><\/div>\n<div>\n<div><strong>As the Agency Rules Coordinator,<\/strong><strong>\u00a0you advise<\/strong>\u00a0and make key decisions that are both tactical and strategic.\n<\/div>\n<p><strong>With your experience<\/strong>\u00a0you will provide guidance and make recommendations to the Director, Deputy Director, the EMT and staff on pertinent agency wide policies and issues related to or affecting rulemaking, including legal issues and proposed legislations.<\/p>\n<p><strong>This is an opportunity for a dynamic<\/strong>, well spoken leader to improve quality, enforceability and clarity of statewide and locally applied agency\u2019s regulations.<\/p>\n<p><strong>As an excellent communicator<\/strong>\u00a0you can forge comraderie and understanding of complex ideas to a wide and diverse group of people. You listen to understand and embrace the values of others.<\/p>\n<p><strong>The Rules Coordinator has knowledge<\/strong>\u00a0of the subjects of rules being proposed or prepared within the agency, maintains the records of any such action, and responds to public inquiries about possible, proposed or adopted rules and the identity of agency staff working, reviewing, or commenting on them.<\/p>\n<p><strong>Cooordinates<\/strong>\u00a0agency-wide rulemaking by providing oversight, support, direction and services to WDFW&#8217;s resource, capital management and enforcement programs.\u00a0Assures that rulemaking meets regulatory requirements and supports the other programs in a manner that provides opportunity for meaningful public input.<\/div>\n<\/dd>\n<dt>Duties<\/dt>\n<dd>\n<div>\n<div><\/div>\n<p><strong>Some of the responsibilities of this key position are:<\/strong><\/p>\n<ul>\n<li>Oversee the agency&#8217;s statewide rule-making activities.<\/li>\n<li>Review all emergency rules and initiates rule updates and corrections.<\/li>\n<li>Update the WDFW&#8217;s Rule-Making Handbook.<\/li>\n<li>Ensure Department compliance with procedures as required under the APA.<\/li>\n<li>Assists in advising staff on Public Records Act issues, including the Criminal Records Privacy Act.<\/li>\n<\/ul>\n<\/div>\n<div><\/div>\n<\/dd>\n<dt>Qualifications<\/dt>\n<dd>\n<p><strong>Required Qualifications:<\/strong><\/p>\n<ul>\n<li>Master&#8217;s degree with major emphasis in natural resource management, natural resource planning or a closely related field.<br \/>\n<strong>AND<\/strong><br \/>\nFive years\u2019 experience in natural resource management and\/or program, policy, or rule development.<\/p>\n<p><strong>OR<\/strong><\/li>\n<\/ul>\n<ul>\n<li>Bachelor&#8217;s degree with a major emphasis in natural resource management, natural resource planning or a closely related field.<br \/>\n<strong>AND<\/strong><br \/>\nSeven years of professional experience in natural resource management, natural resource planning or a closely related field.<\/li>\n<\/ul>\n<p><strong>OR<\/strong><\/p>\n<ul>\n<li>Year for year equivalent professional experience may substitute\u00a0only\u00a0for the education requirement portion, if that experience is in one of the fields noted above.\n<p><strong>All applicants must have Extensive working knowledge of:<\/strong><\/li>\n<li>State government<\/li>\n<li>The rulemaking process<\/li>\n<li>The Washington Administrative Procedures Act<\/li>\n<li>The legislative process<\/li>\n<li>Project management experience<\/li>\n<li>Fluency in the English language, and excellent writing, reading, speaking and listening skills<\/li>\n<\/ul>\n<p><strong>Preferred\/Desired Qualifications:<\/strong><\/p>\n<ul>\n<li>J.D.
