This position serves as the Contract Specialist for agreements related to the Washington Department of Ecology\u2019s Office of Columbia River (OCR).<\/p>\n<p><strong><em>We are seeking a person\u00a0<\/em><\/strong>who can<strong><em>\u00a0<\/em><\/strong>effectively manage multiple projects simultaneously, is detail oriented, and is passionate about natural resource management and salmon recovery.<\/p>\n<p><strong><em>The optimal candidate\u00a0<\/em><\/strong>is a team player who respects and values the opinions of others, creating an inclusive cohesive team environment where every member feels they contribute to the project.\n<\/div>\n<\/dd>\n<dt>Duties<\/dt>\n<dd>\n<div><\/div>\n<div>\n<strong>K<\/strong><strong>EY DUTIES AND POSITION OBJECTIVES:<\/strong><\/p>\n<ul>\n<li>Plan and provide timely and accurate budget analyses and assist in the review of Office of Columbia River\u2019s (OCR) contracting procedures.<\/li>\n<li>Support project managers with budget planning exercises such as helping to determine funding cost for activities in upcoming\/future OCR contracts.<\/li>\n<li>Help project managers with budget analyses requested by OCR or from internal requestors.<\/li>\n<li>Assist in\u00a0the review of OCR contracting procedures.<\/li>\n<li>Review budget management and business practices associated with OCR contract administration with project managers.<\/li>\n<li>Identify and recommend changes to improve business practices.<\/li>\n<li>Review allotment and expenditure reports to help ensure project managers are informed of progress and compliance with contract budgets and deliverables.<\/li>\n<li>Prepare and distribute monthly budget status reports.<\/li>\n<li>Review and analyze monthly expenditures and projections for fiscal year and contract ending balances.<\/li>\n<li>Flag variances or other issues for supervisor on a monthly basis.<\/li>\n<li>Administer OCR contracts including sub-contracts with WDFW\u2019s Habitat, Fish and Wildlife Programs.<\/li>\n<li>Coordinate contract management duties and serve as the primary agency contact to OCR for interagency agreements.<\/li>\n<\/ul>\n<p><strong>WORKING CONDITIONS:<\/strong><\/p>\n<ul>\n<li><strong>Work Setting:<\/strong>\n<ul>\n<li>Office setting assigned station is Olympia Natural Resources Building.<\/li>\n<li>Teleworking options are available.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Schedule:<\/strong>\n<ul>\n<li>Part-Time:\u00a0Twenty-two (22) hours per week during regular business hours.<\/li>\n<li>Schedule varies between 8:00 a.m. \u2013 5:00 p.m. &#8211; Monday \u2013 Friday.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Travel Requirements<\/strong>:\n<ul>\n<li>This position travels occasionally to project sites.<\/li>\n<li>Infrequent overnight work may be necessary.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Customer Interactions:<\/strong>\n<ul>\n<li>Requires frequent contact with the Department of Ecology&#8217;s OCR contract staff, WDFW project managers and budget\/fiscal staff.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/div>\n<\/dd>\n<dt>Qualifications<\/dt>\n<dd>\n<p><strong>REQUIRED QUALIFICATIONS:<\/strong><\/p>\n<ul>\n<li>Bachelor&#8217;s Degree.<\/li>\n<\/ul>\n<p><strong>\u00a0 \u00a0 \u00a0 \u00a0 \u00a0 OR<\/strong><\/p>\n<ul>\n<li>Professional equivalent experience may substitute, year for year, for education requirement<\/li>\n<\/ul>\n<p><strong>PREFERRED QUALIFICATIONS:<\/strong><\/p>\n<ul>\n<li>One year of professional experience in administering contracts.<\/li>\n<li>Experience developing allotments, tracking expenditures, submitting memo requests, and managing contract\/grant close-out processes.<\/li>\n<li>Demonstrated technical knowledge and skill with Excel.<\/li>\n<li>Knowledge of state and federal laws and regulations governing contracts and agreements.<\/li>\n<li>Experience administering or managing interagency agreements.<\/li>\n<li>Working knowledge of indirect rate management.<\/li>\n<li>Working knowledge of WDFW budget and financial tools and state financial systems &#8211;
