The position has 14 direct reports that include supervisory positions in all four regions as well as in the headquarters office. This position is responsible for administering and managing state and delegated federal programs.<\/p>\n<p>These include:<\/p>\n<ul>\n<li>Washington\u2019s State Environmental Policy Act (SEPA)<\/li>\n<li>Shoreline Management Act<\/li>\n<li>Growth Management Act<\/li>\n<li>Waters of the State and wetland protection<\/li>\n<li>The federal Coastal Zone Management Act<\/li>\n<li>Section 401 of the Clean Water Act<\/li>\n<\/ul>\n<p>\nResponsibilities include:<\/p>\n<ul>\n<li>Formulating policy, procedures, guidelines, and rules for all of Washington&#8217;s 39 counties.<\/li>\n<li>Coordinating\u00a0with other agency program managers on formulating rules and guidance associated with shoreline protection and restoration, water quality, water availability, and climate resiliency.<\/li>\n<li>The SEA program must integrate across its diverse set of statutory responsibilities while also coordinating with other water programs at Ecology.<\/li>\n<li>This position must be able to understand watershed based management and integrate SEA program\u2019s projects and programs with Ecology\u2019s Water Resource Program, Water Quality Program and Environmental Assessment Programs.<\/li>\n<li>The position has a highly visible role with other federal and state agencies and local governments involved in managing environmental activities.<\/li>\n<li>It is designated by the Governor as the state\u2019s Coastal Manager with lead responsibilities for the state\u2019s role in implementing the Coastal Zone Management Act.<\/li>\n<li>The position is authorized to approve permits, legal enforcement actions, and contract encumbrances; interpret and\/or develop broad departmental policies; and negotiate interagency agreements affecting departmental resources.<\/li>\n<\/ul>\n<p><b>Who are we looking for?<\/b><\/p>\n<p>We&#8217;re looking for an experienced leader who is ready to team with a large group of dedicated professionals. You&#8217;ll need to have the ability to:<\/p>\n<ul>\n<li>Problem solve and adjust strategies to capture emerging opportunities or unexpected challenges.<\/li>\n<li>Have a clear understanding of larger state and federal policies which impact the work and direction of the Shorelands and Environmental Assistance Program, as well as an ability to translate those larger imperatives into appropriate actions.<\/li>\n<li>See and understand the opportunities and challenges of how the work impacts people and what is needed to ensure durable outcomes to protect the environment.<\/li>\n<\/ul>\n<p>\n<b>A Key Member of Ecology&#8217;s Executive Leadership Team<\/b><\/p>\n<p>It is critical that this important position maintains the highest standards of personal, professional, and ethical conduct to support the state&#8217;s commitment to efficient, effective, and accountable government.<\/p>\n<p>This is a highly visible environmental management role which impacts fisheries, hydropower, land use, and other aquatic related programs. Success in this position requires the use of advanced management, communication, negotiation, and consensus-building skills with high-level, influential elected and appointed officials.<\/p>\n<p>As a key member of our Department&#8217;s Executive Leadership Team, the successful candidate will:<\/p>\n<ul>\n<li>Represent the Director with federal, state, local, tribal and elected officials, the general public, environmental groups, and the business community.<\/li>\n<li>Develop credibility as a problem solver and a source of land use and water quality information for decision-makers and the public.<\/li>\n<li>Make recommendations to the Executive Leadership Team on how to implement programs and develop policies including agency direction for work procedures to ensure responsive service delivery and consistency.<\/li>\n<li>Foster a diverse, equitable, inclusive and respectful workplace.<\/li>\n<\/ul>\n<p>\n<b>Why join the team?<\/b><\/p>\n<p>This is an opportunity to make an impact!
