The new salary will be effective on July 11, 2020.<\/em><\/strong><\/p>\n<p>Are you passionate and dedicated to making our community clean and sustainable\u00a0through recycling and waste prevention?\u00a0Do you possess\u00a0experience with managing and overseeing programs that regulate how garbage and recycling is collected, stored, and disposed?\u00a0If\u00a0so,\u00a0<strong><em>Come Lead with Us\u00a0<\/em><\/strong>in our\u00a0Washington County Health and Human Services Department as a\u00a0<strong>Solid Waste &amp; Recycling Manager!<\/strong><\/p>\n<p>The Washington County Health and Human Services Department is seeking an experienced\u00a0<strong>Solid Waste &amp; Recycling Manager<\/strong>\u00a0to direct the operations of the Division which is responsible for managing and enforcing\u00a0private-sector service providers for collection, storage, transfer, and disposal of solid waste in a franchised system as well as enforcement of the County&#8217;s nuisance and noise ordinances. This position is a high-level management position requiring effective leadership of the Solid Waste &amp; Recycling Division\u00a0through the\u00a0planning, coordination, and implementation of\u00a0program activities, developing goals, objectives, and policies and procedures related to the oversight of the solid waste system.<\/p>\n<p>In this role, you will oversee a robust education and technical assistance program to meet regional environmental goals\u00a0as well as\u00a0oversee a code enforcement program. You will also be responsible\u00a0for serving as the County Liaison to Metro, the Department of Environmental Quality (DEQ), local government, community-based organizations and\u00a0community partners within\u00a0Washington County. Additionally, you will work closely with various\u00a0Departments, County leadership and City partners on a variety of environmental and regulatory topics related to the solid waste system.<\/p>\n<p>The ideal candidate will have progressively responsible experience and relatable training\u00a0for management at the municipal, county, or state level. Administers the Solid Waste Control, Solid Waste Disposal Sites; Nuisances and Noise Control Ordinances.<\/li>\n<li>Develops and recommends long and short-term division goals and objectives; develops policies and procedures relative to the functions and operations of the division. Implements and reviews policies and procedures for the regulation of solid waste collection, storage, transfer and disposal; and reviews and evaluates work products, methods, and procedures.<\/li>\n<li>Directs and participates in the development of the division work plan, and assigns work activities, projects and programs; monitors workflow; establishes, implements and reviews policies and procedures for the regulation of solid waste collection, storage, transfer and disposal; and reviews and evaluates work products, methods, and procedures.<\/li>\n<li>Participates in the hiring process; directs, trains, and supervises staff engaged in solid waste and recycling regulation activities.<\/li>\n<li>Mediates and resolves public complaints and concerns about the performance and service delivery of the franchised and certificated private service providers.<\/li>\n<li>Confers with legal counsel and HHS Director and Assistant Director to interpret and resolve procedures concerning ordinances, laws and regulations.<\/li>\n<li>Prepares and presents comprehensive and technical reports and briefings to the Board of County Commissioners (BOC).<\/li>\n<li>Represents the County and other cities, when designated, within Washington County in policy and technical plan development with Metro, the Department of Environmental Quality, and the U.S. Environmental Protection Agency.<\/li>\n<li>Serves as liaison for and coordinates solid waste activities with cities and the solid waste industry within Washington County; and is a non-voting member of the County Solid Waste Advisory Committee (SWAC).<\/li>\n<li>Monitors new legislation or statutes, and regional laws, regulations, and judicial decisions that may impact solid waste management; and provides recommendations on proposed legislation to appropriate County management.<\/li>\n<\/ol>\n<p>KNOWLEDGE, SKILLS AND ABILITIES<strong><u>Education and Experience<\/u>:\u00a0<\/strong><br \/>\nA typical way to obtain the knowledge and abilities would be:<\/p>\n<ul>\n<li>Possession of a Master&#8217;s\u00a0Degree in environmental science, engineering, public administration,\u00a0natural sciences, or related\u00a0fields;\u00a0<strong>AND<\/strong>\u00a0four\u00a0(4) years of experience in a supervisory or management position spanning responsibilities in the defined essential duties of this position classification;\u00a0<strong>OR<\/strong><\/li>\n<li>Possession of a Bachelor&#8217;s Degree in environmental science, engineering, public administration,\u00a0natural sciences, or related\u00a0fields;\u00a0<strong>AND<\/strong>\u00a0six\u00a0(6) years of experience in a supervisory or management position spanning responsibilities in the defined essential duties of this position classificationresponsibilities in the defined principal duties of this position classification.<\/li>\n<\/ul>\n<p><strong>If you have completed education in a foreign college or university and are using this education to\u00a0meet the minimum qualifications, you must provide documentation that the foreign education is\u00a0comparable to that received within the United States&#8217; accredited college or university system or\u00a0your application will not be accepted.<\/strong><\/p>\n<p>Washington County organizes its positions into classifications.
